Ukraine will secure over €251 million for housing initiatives and support for citizens displaced by Russian aggression. These understandings were reached with the Council of Europe Development Bank (CEB) during the Ukraine Recovery Conference (URC 2026). This was announced by the Minister of Communities and Territories Development, Oleksii Kuleba.

According to Kuleba, the new set of decisions, agreed upon with CEB President Carlo Monticelli, will facilitate expanded funding for existing and the launch of new housing projects.
What the €251 million will be allocated for
The new funding will be directed towards four key areas.
An additional €100 million for “єВідновлення” (eRecovery): Funds will be used for compensating destroyed housing (issuing housing certificates for purchasing new homes). This is a continuation of the HOME project, where the CEB provides €50 million directly, and the Italian government contributes another €50 million.
€80 million for IDP housing: The parties signed a statement to expand the program “Housing for IDPs from Temporarily Occupied Territories.” The next funding phase will enable the provision of approximately 2,000 housing vouchers for internally displaced persons, particularly for veterans and individuals with war-related disabilities.
€60 million for preferential mortgages for military personnel: A new program, “Housing for Veterans,” is being initiated in Ukraine. With CEB support, the plan is to issue over 1,500 preferential mortgage loans to Ukrainian defenders.
Over €11 million in grant funding will be allocated to service development: These funds will be channeled into the technical enhancement of the “єВідновлення” mechanism itself – strengthening the work of local commissions, accelerating application processing, launching new support services, and developing tools for rebuilding private homes.

Previously, Oleksii Kuleba clarified how to avoid issues when processing compensation for damaged or destroyed housing: its details must be present in the State Register of Proprietary Rights to Immovable Property, which should be addressed in advance.
