Kremlin leader Vladimir Putin signed a decree on the security of critical infrastructure facilities, including logistics – the government will be able to take them under its control.
The Russian media outlet The Bell reports on this.
Critical infrastructure facilities whose owners have not ensured their protection may be transferred to temporary management by government decision.
Grounds for such a transfer may include the failure to take or untimely taking of security measures, violation of established requirements, as well as “creating a threat to the security or normal functioning” of the facility.
This point includes, in particular, the identification of ineffective measures against drone attacks, as well as the failure to restore or untimely restoration of the facility’s operation.
Critical infrastructure is understood to include facilities of the fuel and energy complex, industry, communications, communal, transport and logistics infrastructure (including transport and logistics complexes or warehouses), energy and nuclear energy, life support, as well as “other facilities of particular importance.”
Under this mechanism, the Russian government can temporarily seize movable and immovable property, securities, shares in charter capital, and property rights.
The decree does not establish the duration of this “temporary management” – it will be terminated by a government decision.
