Many Ukrainian families who lost their homes due to the war have finally found new housing. Within a component of the “eRecovery” program, aimed at supporting internally displaced persons from temporarily occupied territories, 3,228 families have already moved into their new homes. This was reported by the Ministry of Communities and Territories Development of Ukraine.

Government assistance is primarily directed towards veterans, combatants, and individuals with disabilities affected by the aggression. In total, over 185,000 square meters of real estate have been purchased with these funds. The vast majority of people opted for apartments on the secondary market, which allowed for the quickest possible completion of transactions and move-ins.
Housing Funds: How the Program Works and Where Families Are Relocating
The demand for the program is immense, with over 42,000 applications received. Local commissions have already processed and approved most of them.
During the URC 2026 conference, new investments were secured: the Council of Europe Development Bank will allocate 80 million euros, enabling more veterans and displaced persons to be provided with housing.
The geographical distribution of new homes covers 22 regions of Ukraine, but the largest number of vouchers were utilized in regions that have become new homes for many people:

Kyiv region: over 629 vouchers totaling approximately 1.3 billion UAH;

Dnipropetrovsk region: 432 transactions amounting to 862 million UAH;

Odesa region: 382 completed purchases for 763 million UAH;

City of Kyiv: 335 families acquired their own homes for 669 million UAH.
The state guarantee for housing purchase is 2 million hryvnias. If an individual fails to complete the transaction within 60 days of booking funds, the money automatically returns to the program and becomes available for subsequent applicants. This approach ensures transparency and efficiency in the process.
Families who receive a positive decision get a notification in the “Diia” app saying “Contact a notary,” which signals them to proceed with the purchase. Furthermore, if an application is rejected or funds are not used on time, citizens have the option to reapply, giving every program participant a chance to obtain their desired home.
