The Ministry of Justice of Ukraine has clarified what property owners should do if their housing documents were lost or destroyed, and their ownership was registered before January 1, 2013. Due to the full-scale war, many Ukrainians have lost paper documents for their apartments and houses, but the loss of a document does not mean the loss of ownership rights.

However, if there is no information about the real estate in the State Register of Proprietary Rights to Real Property (DRRP), it may be more difficult for the owner to sell or inherit the property, as well as to receive compensation for damaged or destroyed housing under the “єВідновлення” program.
According to the Ministry of Justice, one should first try to restore the document, and if this is not possible, confirm the ownership through court.
Action Plan for Homeowners
If the institution is liquidated, documents are destroyed, or remain in the temporarily occupied territory and it is impossible to obtain a duplicate, the owner will have to go to court.
After obtaining a court decision and it comes into legal force, it can be used to register the ownership right.
After entering the information into the State Register of Proprietary Rights, the owner will have official confirmation of their property rights and will be able to fully utilize state support programs.
