The absence of information about an apartment or house in the State Register of Proprietary Rights to Real Estate (DRRPI) does not in itself signify the loss of ownership. As reported by “Sudovo-Yuridichna Gazeta,” this is particularly relevant for owners of housing registered before 2013, as well as for individuals who lost paper documents during the war.

If the right of ownership has already been entered into the DRRPI, information from the register is sufficient to confirm it. There is no need to restore lost paper documents solely due to their absence.

If the housing is not registered

Property rights that were legally acquired and formalized before 2013 remain valid even without an entry in the current electronic register. An owner does not lose an apartment or house simply because the relevant data was not transferred to the DRRPI at the time.

Problems may arise not with ownership rights themselves, but during property transactions. The lack of data in the register can complicate:

  • the sale of an apartment or house;
  • the processing of inheritance;
  • obtaining a mortgage;
  • carrying out other legal transactions involving real estate;
  • processing state-provided compensation.

Therefore, it is advisable for owners of housing whose rights were formalized before 2013 to have the relevant information entered into the DRRPI.

Why registration is important

The DRRPI contains information about real estate, proprietary rights to it, owners, and completed registration actions. Having an entry in the electronic system simplifies the confirmation of ownership rights and the execution of property transactions.

For the owner, it is also an additional safeguard against fraud. Digital recording of rights reduces the risk of illegal or duplicate registration of real estate by another person and helps track changes related to the property.

For internally displaced persons and individuals whose housing was damaged or destroyed during the war, this issue is particularly relevant. If the right is already in the DRRPI, the loss of paper documents does not deprive the owner of the ability to confirm it.

As reported by Minfin, Ukrainians currently residing in other countries have the opportunity to register ownership rights to their real estate in Ukraine without being physically present. This can be done remotely through the “Diia” portal.
